Shikoku四国

Shikoku. A region (地方, chihō) of Japan.

The smallest of the four main islands. It has four prefectures, and no other region is on it.

A region has no assembly, no governor, and no budget. It is a grouping used in weather forecasts, school textbooks, and business planning, and its borders are a convention, not a law. Each prefecture in it is a government.
